Why German Chancellor Olaf Scholz hesitates over Ukraine tank deliveries

Pressure is growing on Germany to supply Leopard 2 battle tanks to Ukraine. Chancellor Scholz does not (yet) want to commit himself. That's partly because he is playing to his party, the Social Democrats.
